Municipal and industrial wastewater is regulated in California by the local Water Quality Control Boards. The WQCB is the lead state agency that enforces the Clean Water Acts National Pollutant Discharge Elimination System (NPDES) regulations. Each facility is issued a “discharge permit” that required the facility to control the concentrations of the listed constituents on their permit. Chemical, physical, and bacterial parameters are analyzed to determine if it is toxic for fish, water insects, and water plants and algae. Two types of tests are commonly used for this determination, the acute and chronic toxicity bioassay.
